Overview

On September 15, 2026, a federal judge barred the Kennedy Center board, chaired by Donald Trump, from inscribing "renovated and restored by Donald J. Trump" on its main building or renaming the grounds for him. The board then voted to close the main building, and Trump posted that renovation "cannot begin until such time as the D.C. Circuit rules on the Board's approved name" and "will not take place" if that ruling is negative and not overturned. In Charlotte on September 16 he said the administration "should certainly have recognition. Because frankly, if we don't do that, it's going to close. It'll end up being ripped down." The White House says the center will "inevitably continue to decline" without his intervention; Rep. Joyce Beatty's lawyers wrote that Trump said "if he is not recognized on the building, it will close and be ripped down." The dispute is over whether the renovation should depend on recognition for Trump's administration and what his remarks mean.

Read the full background

President Donald Trump said the Kennedy Center's main building would close immediately and tied its renovation to the legal fight over recognition for his administration. In a September 15, 2026, Truth Social post (opens in a new tab), he said work could not begin until the D.C. Circuit ruled on the board's approved name and would not proceed if an adverse ruling was not overturned by the Supreme Court. He said in remarks to reporters in Charlotte the following day (opens in a new tab) that the Trump administration "should certainly have recognition" because "if we don't do that, it's going to close."

The September 15 ruling (opens in a new tab) barred the board from inscribing "renovated and restored by Donald J. Trump" on the main building or renaming the campus the "President Donald J. Trump Plaza." The court was enforcing its earlier naming injunction. It left undecided the proposed inscription "endowed by The Trump Kennedy Center Fund," which the adopted resolution made conditional on the fund's endowment reaching $100 million. The court called the request to block that inscription premature and required at least 60 days' notice before installing it or a similar acknowledgment. The opinion notes that Congress appropriated $257 million for capital improvements at the center.

Earlier recognition proposals

The board renamed the center to include Trump's name in December 2025, and Judge Christopher Cooper ruled on May 29, 2026 that this violated the center's governing statute (opinion (opens in a new tab)). On August 13 the board resolved to recognize Trump in three ways; the minutes (opens in a new tab) record Commerce Secretary Howard Lutnick, who attended, saying it is "important to President Trump" that he be recognized if he puts his time and effort into the building and fundraising.

A Justice Department brief (opens in a new tab) filed August 24 said that without "the prominent recognition of The Trump Administration, and President Trump's efforts, the donors will not contribute," and a draft board resolution (opens in a new tab) filed September 14 said that without "such appropriate recognition it is unlikely that President Trump will provide the fundamental oversight of the renovation of the main building and lead the fiscal rescue of the Center."

Rep. Joyce Beatty, the plaintiff, told the board on August 13 that she had no objection to recognizing Trump inside the building or to recognition after an endowment is raised, and, according to the minutes, no objection to naming the plaza, but opposed changing the exterior name; she voted against the resolution.

Disputed explanations

The Charlotte sentence "if we don't do that, it's going to close" does not itself say what "that" refers to: ABC News (opens in a new tab) reported that Trump said the center could "close" or be "ripped down" if his administration does not receive recognition, while White House spokeswoman Liz Huston told CNBC (opens in a new tab) that "without his intervention, The Kennedy Center will inevitably continue to decline." The Justice Department described the "temporary closure" ordered by executive director Matt Floca, announced for seven days unless extended, as a response to "acute risks to public safety," and Beatty's lawyers call it "a plain pretext" for a permanent closure (response (opens in a new tab); reply (opens in a new tab)). Roma Daravi, the center's vice president of public relations, told Real America's Voice that "nothing is being demolished," CBS News (opens in a new tab) reported.

Scope of the responses

The response labels concern Trump's stated position that closure and renovation depend on recognition for his administration. The December 2025 renaming, earlier board votes and court naming ruling provide background; a response to those events alone is not treated as a response to this condition. The Air Force One photograph of a printout appearing to read "Kennedy Center DEMOLIS..." also provides context. A trustee, official or artist who has not addressed the condition is not recorded as agreeing or disagreeing.

    1. Justice Department brief says donors will not contribute without "prominent recognition" of Trump

      Claim

In a filing opposing Rep. Joyce Beatty's emergency motion against the board's August 13 recognition resolution, the Justice Department wrote for the defendants that "without the prominent recognition of The Trump Administration, and President Trump's efforts, the donors will not contribute." It added that without "those efforts" the center will "deteriorate further into an unsafe, decrepit structure that will be required to be taken down," with a decision on what to build on the site to follow. According to the meeting minutes filed as an exhibit, the board had approved the resolution on August 13 by a 20-3 roll-call vote.

      Claim

At 7:03 PM ET on August 30, Trump posted on Truth Social that the Kennedy Center is "an old and decrepit building that is badly in need of a major construction and public relations fix." 1. Draft resolution says Trump is unlikely to oversee renovation without "appropriate recognition"

      Source release

Rep. Beatty's lawyers filed two draft board resolutions that, the Justice Department said in a notice the same day, had been given to trustees over the weekend for potential consideration at the September 15 meeting. One states that "without such appropriate recognition it is unlikely that President Trump will provide the fundamental oversight of the renovation of the main building and lead the fiscal rescue of the Center," and lists ten possible inscriptions for the building's exterior. The Justice Department's notice said the meeting was "now focused exclusively on the necessary closure of the Center" and that the board "stands by the recognition resolution proposed and passed by the Board on August 13, 2026."

    2. Trump posts that the building is "destined to doom" if a "hostile and conflicted Judge" blocks him

      Claim

At 11:49 AM ET, Trump posted on Truth Social that the Kennedy Center "is in a virtual state of collapse, and has been for many years" and that the board's members "know I'm the only one who can" save it. He wrote that a "very hostile and conflicted Judge (What else is new?) seems like he won't let that happen, in which case, unfortunately, the Building is destined to doom," and that the board "is meeting again today."

    3. Judge bars two board-approved recognitions of Trump; board then votes to close the main building

      Incident

Judge Christopher R. Cooper enjoined inscribing "renovated and restored by Donald J. Trump" on the main building and renaming the campus the "President Donald J. Trump Plaza," two of the three recognitions in the board's August 13 resolution; he denied as unripe a request about a third, an "endowed by The Trump Kennedy Center Fund" inscription, and ordered at least 60 days' notice before any such acknowledgment. Defendants noticed an appeal to the D.C. Circuit the same day. About an hour after the ruling, ABC News reported, the board voted to close the main building; a declaration by executive director Matt Floca says the board adopted a resolution "reaffirming its prior decision to close the Center for repairs."

    6. Trump tells reporters in Charlotte the administration "should certainly have recognition"

      Claim

Arriving in Charlotte, North Carolina, Trump was asked why it is so important to him to have his name on the Kennedy Center memorial. He said the center had lost money for years and continued: "So for the Trump administration, for me, to get involved and to take that on long term, and to carry it, or to raise money to carry it, I think that the Trump administration should certainly have recognition. Because frankly, if we don't do that, it's going to close. It'll end up being ripped down." 9. Asked about plans to "demolish" the center, Trump says his administration "should be recognized"

      Claim

Asked whether he had "looked at any plans to demolish the Kennedy Center," Trump described its finances and called the judge "hostile" without saying whether he had; Reuters reported that he "refused to say" and The Guardian that he "did not address a question about demolishing it." As a reporter said "you want your name on the memorial," he said: "I can save it easily, but why should we be doing that and then raise money for the rest of our lives to keep it afloat? Because that's what you have to do if we get no recognition. I think the Trump administration should be recognized as having saved the Kennedy Center ..."

    7. Beatty's brief says foundation money for the center was tied to keeping Trump's name

      Claim

In an October 30 brief opposing the defendants' motion to lift the preliminary injunction, lawyers for Rep. Joyce Beatty say the Trump Kennedy Center for the Performing Arts Foundation, which the center controls, transferred $17.5 million to the center in 2026, and that the defendants say the foundation's amended bylaws make its transfers depend on Trump's name being on the center, with a clawback if the name is removed. Citing internal messages, the brief says the chief financial officer warned on September 5 that returning the money would mean immediate furloughs, and that vice chair Jennifer Fischer later asked Commerce Secretary Howard Lutnick whether the center could keep $10 million and avoid the naming, and he said no. Center president Matt Floca testified that the foundation funds were not restricted or subject to repayment. The brief also argues that the safety rationale for the two-year closure is a pretext. It cites a September 10 message reporting that Fischer told Lutnick "we need to get shut" because "we are broke".

  1. Sheldon WhitehouseU.S. senator from Rhode Island and ex officio member of the Kennedy Center board of trustees

    Before this statement

On October 31, The Washington Post reported on a brief filed by lawyers for Rep. Joyce Beatty, which says Kennedy Center leaders warned of furloughs after foundation funding was tied to keeping Trump's name on the center.

"Not easy to see how any of this behavior of Trump appointees comports with the board’s fiduciary duty to the Center."

Sen. Sheldon Whitehouse shared a Washington Post report on Rep. After the statement

Beatty's brief asks the court to keep the preliminary injunction against closing the center in place; the defendants have asked the court to lift it.

Sheldon Whitehouse on Kennedy Center trustees and fiduciary dutyComplete Bluesky post 3mzb5yvmzas2j with its linked Washington Post article

    Why this label?

The reference point is Trump tying the Kennedy Center's renovation and support to recognition for his administration. Whitehouse questioned whether the conduct described in Beatty's brief, including funding that depends on Trump's name, is consistent with the trustees' duty to the center, which criticizes that link. Challenges the characterization loses because he does not dispute how the conduct is described.

    Before this statement

Christiane Amanpour interviewed Kennedy about her new book on her mother. Amanpour asked what she thought when she saw the Kennedy Center, named for President Kennedy after his assassination, under attack from the current president, "complete with putting his own name on it".

"this is the memorial created by the United States Congress to a slain president. So, putting Trump's name on it would be like renaming the Washington Monument the Trump Washington Monument or the Trump Lincoln Memorial or the Trump Tomb of the Unknown Soldier. ... And their argument is they're not -- there is not money for it. But in the Big Beautiful Bill, they -- the Congress passed $246 million in order to restore the Kennedy Center. So that's just not true. ... So President Trump, do your job. Focus on the people's pain and the work that you're supposed to do in the -- in the Oval Office and not on the Kennedy Center. On CNN's The Amanpour Hour, Kerry Kennedy compared putting Trump's name on the Kennedy Center to renaming the Washington Monument or the Lincoln Memorial for him. She said the argument that there is no money for the center is "just not true" because Congress passed $246 million to restore it, and told Trump to focus on Americans' costs rather than the center.

    After the statement

Asked how her mother would have responded, Kennedy said she would have been at the Kennedy Center taking the name off the wall, and called her "a woman of action".

    Why this label?

The reference point is Trump's linking of the Kennedy Center's renovation to recognition for his administration. Kennedy rejects putting his name on the building, disputes the funding argument for it by pointing to the $246 million Congress passed, and tells Trump the center is "not your job." We use Condemned because she rejects both the recognition and the reason given for it. Challenged the characterization is the closest competing label; it loses because she goes beyond disputing the funding claim and criticizes Trump's involvement itself.

  4. Donald TrumpPresident of the United States and chairman of the Kennedy Center board, interviewed by TIMEDirectly involved

    Before this statement

TIME reported that Trump would not rule out declaring a national emergency or invoking the Insurrection Act around the midterms, and asked whether he would commit to not demolishing the Kennedy Center without congressional consent.

"I’m not committing to anything. We’re going to see how it plays out in court,” … “But if I build it, and if I agree that for the rest of my life, I’m going to be putting up $100 million to have it open to people … then I think the Trump administration should be recognized.” … “Well, why would I want to stick with something that’s going to lose hundreds of millions of dollars, and I’m not even recognized?” … “It’s not me; it’s the administration."
    Defended or excused

Case context: Should Donald Trump link the Kennedy Center's renovation to recognition for his administration?

    Full statement and sources

Asked in a TIME interview whether he would commit to not bringing wrecking balls to the Kennedy Center without congressional consent, President Trump said "I'm not committing to anything" and "We're going to see how it plays out in court". He said that if he builds it and puts up money to keep it open, "then I think the Trump administration should be recognized", and asked why he would "stick with something that's going to lose hundreds of millions of dollars, and I'm not even recognized".

    After the statement

The Hill reported that Trump also said he would be "willing to save it, but it's in terrible, terrible shape" and called the judge who ruled his name had to be removed a "radical-left Trump hater".

    Why this label?

Trump again ties his willingness to rebuild and fund the center to recognition for his administration, and declines to rule out demolition while the court case over the name continues. That defends linking the renovation to recognition. No competing label fits: he does not qualify the link or distance himself from it.

  5. Jeff MerkleyU.S. senator from Oregon and ranking member of the Senate Interior-Environment Appropriations Subcommittee

    Before this statement

On September 28, Merkley asked the Senate for unanimous consent to pass the Protecting Presidential Memorials Act, a one-page bipartisan bill he co-led with Sen. Lisa Murkowski that would bar the demolition of any national memorial to a president without an act of Congress. Sen. Mike Lee of Utah objected and blocked the request.

"Perhaps the greatest living memorial for a president is the Kennedy Center, in honor of our slain president who championed the arts. But now President Trump—without authorization from Congress—is trying to tear it down. First, he destroyed its programming, and now, he wants to destroy the building itself. All because the law says Trump can’t put his name on the building."

Case context: Should Donald Trump link the Kennedy Center's renovation to recognition for his administration?

    Full statement and sources

Sen. Jeff Merkley said in a statement that President Trump, without authorization from Congress, is trying to tear down the Kennedy Center because the law says Trump cannot put his name on the building. He made the statement after Sen. Mike Lee blocked his bill with Sen. Lisa Murkowski to bar the demolition of presidential memorials without an act of Congress.

    After the statement

On September 29, Merkley and Rep. Chellie Pingree announced a House and Senate version of the bill.

    Why this label?

The case asks whether Trump should link the Kennedy Center's renovation and future to recognition for his administration. Merkley said Trump is trying to tear the building down without authorization from Congress because the law bars Trump from putting his name on it, and said the threats are "straight out of the authoritarian playbook." That criticizes the link between recognition and the building's fate, so we labeled it Condemned.

    After the statement

The Times’ account then turned to the center’s bipartisan history, from its conception under President Eisenhower to Trump’s installing allies on the board and becoming its chair. Daravi’s Real America’s Voice interview of September 16 is recorded separately in this case.

How President Donald Trump Broke the Kennedy Center (The New York Times, via The Seattle Times) · The New York TimesParagraph beginning “Democrats scoffed.” and the two preceding paragraphs quoting spokesperson Roma Daravi

    Why this label?

Pingree condemns. She dismisses the administration’s account of the center’s troubles as “bonkers” and names Trump himself as the center’s “No. 1 problem,” which rejects the premise that the closure and renovation turn on recognition for his administration rather than on his own conduct. The limitation is that she does not address the “ripped down” remark or the recognition condition by name, and the Times does not say what her “bonkers” answers; the label rests on her second sentence. The closest competing label is “Challenged the characterization”, because she also disputes a description of who is obstructing the work; it loses because she goes on to criticize Trump’s role rather than only the description.

He then played Trump’s remarks to reporters.

"Why save something if you can’t put your name on it? It’s like how Jane Goodall carved her name into every single one of those chimps. And look, buddy, none of those other buildings with your name on it actually filled the void, huh?"

    Why this label?

Circuit rules on the board’s approved name) and reaffirmed in his remarks to reporters in Charlotte, North Carolina, on September 16 (the center will “close” and “end up being ripped down” without recognition). Lovett plays the Charlotte remark and answers it with sarcasm, presenting the demand as a matter of putting Trump’s name on the building. That criticizes the position itself. The closest competing label is “Challenged the characterization”, because the joke also targets Trump’s claim that the building will be “ripped down” without recognition; it loses because Lovett goes on to fault the demand and Trump’s motives rather than only the description of the building.

    Why this label?

Maher answers a question about Trump’s claim that the center is collapsing by saying it looks fantastic, calling the claim that it needs renovation “a bunch of bullshit” and “just a cover story,” and attributing the dispute to Trump’s wanting his name on the building. That rejects Trump’s stated rationale that the building is collapsing and condemns the renovation as a pretext for the naming dispute. The closest competing label is “Challenged the characterization”, because he first disputes the description of the building’s condition; it loses because he goes on to attribute a motive and to mock Trump’s response to the court’s naming ruling, which criticizes the position itself.

Hands Off the Arts organized a human-chain rally, held outside the building on the evening of Friday, September 18, 2026, three days after the center's board voted to close it. On September 16 President Trump had spoken to reporters about recognition for his administration and the center's future.

    Full statement and sources

Speaking at a human-chain rally organized by Hands Off the Arts on September 18, 2026, Rep. Don Beyer (D-VA) said he kept wondering how insecure, narcissistic and egomaniacal a person has to be "to say you'll demolish a building if they don't put your name on it." The sentence is Beyer's own characterization of what he took President Trump's recent remarks to mean, not a quotation of Trump.

    After the statement

Later in the evening participants formed a human chain around part of the building; fencing kept it from encircling the whole perimeter. Beyer also told WTOP that he was troubled by the president's remarks about the building.

    Why this label?

Beyer answers that position, as he understands it, with an express criticism: he says he keeps wondering how insecure, narcissistic and egomaniacal a person has to be "to say you'll demolish a building if they don't put your name on it." The closest competing label is “Challenged the characterization”, because the sentence rests on Beyer's own reading of what Trump said rather than on Trump's words. That loses because Beyer does not dispute how the position is described; he denounces it.

On September 17, Garcia posted on X asking whether Trump would "try to destroy" the building.

"Donald Trump has spent countless hours on ridiculous vanity projects instead of trying to tackle the sky-high cost of living or ending his failed war in Iran, and now he's threatening to tear down the Kennedy Center just because he can't slap his name on it. Why this label?

Garcia's release, which reads the September 16 remark as tied to Trump's name, quotes him saying Trump is "threatening to tear down the Kennedy Center just because he can't slap his name on it" and that "It's sad, shallow, and a disgrace," and pledging to "defend this national cultural center in Congress and the courts"; his letter to the trustees says the matter "appears to be a gross act of extortion directed against the American people." The closest competing label is minimizes, because the quotation sets the episode among "ridiculous vanity projects" pursued "instead of trying to tackle the sky-high cost of living." That loses because Garcia calls the conduct a "disgrace" and "extortion," requests records from the trustees and commits to fight it in Congress and the courts, so he does not downplay its seriousness or consequences.

Asked “have you looked at any plans to demolish the Kennedy Center?”, Trump did not directly answer; he said that if he does the job the Trump administration “should be recognized” and asked “Why should I raise and put up and do all of this work?”, restating and justifying the recognition demand. The closest competing label is “Explicitly stayed out”, because AP reports that he “did not directly respond” to the question. Before this statement

On September 15, Judge Christopher Cooper ruled that the Kennedy Center board could not put Trump’s name on the building or grounds without congressional authorization, and the board voted to close the building. Trump then posted on Truth Social that the closing would take place immediately and that the renovation and reconstruction "will not take place" if the ruling on the board’s approved name is negative and is not overturned.

"President Trump responded that the renovations will not proceed unless that ruling is overturned. This turns fiduciary responsibility on its head. If President Trump has the extraordinary ability his fellow trustees say he has to save the Kennedy Center, that gives him the extraordinary responsibility to use it—not extraordinary leverage to demand that the institution honor him."

Preservation League, Docomomo US, National Trust for Historic Preservation and Society of Architectural Historians), the groups described Trump’s response to the naming ruling, that renovations "will not proceed unless that ruling is overturned," as something that "turns fiduciary responsibility on its head." The statement says that if Trump has the ability his fellow trustees attribute to him to save the Center, that gives him a responsibility to use it and not "leverage to demand that the institution honor him." The record is attributed to the American Institute of Architects, which published the statement on its own site.

    Why this label?

The joint statement describes Trump’s response to the naming ruling (that renovations will not proceed unless the ruling is overturned) as something that "turns fiduciary responsibility on its head" and as "leverage to demand that the institution honor him," which criticizes tying the renovation to recognition. The closest competing label is “Mixed or conditional”, because other parts of the release are framed as conditions ("If the current leadership will neither fulfill its fiduciary obligations nor step aside"). That loses because those conditions attach to the judicial remedy the plaintiffs describe, not to their evaluation of the tie between renovation and recognition, which is stated without qualification.

Barbra’s remarks about the Kennedy Center · Barbra StreisandStatement paragraphs 9 and 10 of 13 (from "And now, a thoroughly defeated Trump has announced" to "unchecked ego.")

    Why this label?

Streisand expresses criticism of the closure as bound up with the naming fight: she says there was no discussion of closing the building while Trump’s name was on it and voices indignation at the institution becoming the subject of a struggle over "one man’s name and unchecked ego," though she does not mention the post or the September 16 remarks. The closest competing label is “Challenged the characterization”, because she also disputes the board’s description of the closure as a "major renovation". That loses because the passage goes on to express a clear condemnation of the name-driven fight rather than only disputing a description.

    Why this label?

Thune says he hopes the president’s remarks are meant to bring people to the table on “everything related to the Kennedy Center, including the name,” and that he would be “very, very surprised if that actually happened,” which discounts the likelihood of the outcome named in the remarks without rejecting or endorsing the position. The closest competing label is “Challenged the characterization”, since he offers a reading of the remarks as aimed at getting people to the table. That loses because he frames it as a hope rather than disputing how the remarks are described, and his operative point is that the outcome is unlikely, which downplays its likely consequence.

Photographs published that night showed him aboard Air Force One looking at a placard that appeared to read "Kennedy Center DEMOLISHED," and Rep. Joyce Beatty's lawyers filed the remark and a photograph with the federal court on Sept. 17.

In a statement to news outlets responding to questions about the Air Force One placard photograph, White House spokeswoman Liz Huston said Democrats let the Kennedy Center deteriorate for years, allowing water damage and crumbling infrastructure to turn it into a building in decay. She said that, as President Trump said the previous night, the center will continue to decline without his intervention.

    Why this label?

Huston's statement attributes the building's condition to Democrats and describes the Sept. 16 remark as saying the center will continue to decline without Trump's intervention, which is the White House's reading of that remark and differs from readings that tie it to recognition; it does not mention recognition, the closure or the renovation and neither endorses nor criticizes conditioning them on recognition. The closest competing label is “Defended or excused”. That loses because the statement supports Trump's intervention as the remedy for decline but does not say that closing the center or conditioning its renovation on recognition is justified, and support for a remedy is not itself a defense of the conduct in question.

    Why this label?

Kaine's own words say Trump is bringing the Kennedy Center down 'all because he's angry he can't put his name on it' and say he would like to see Trump put that much energy into lowering bills, which criticizes tying the building's fate to the name. The closest competing label is minimizes, because the last sentence sets the fight against household costs. That loses because the post treats the outcome as Trump's doing and something to criticize, not as a matter of little consequence.

  16. Hakeem JeffriesHouse Democratic Leader and U.S. Representative for New York's 8th congressional district, answering a reporter's question at a House Democratic leadership press conference in Washington

    Before this statement

The exchange came at a House Democratic leadership press conference as lawmakers left Washington early to campaign ahead of the midterm elections. A widely circulated photograph showed President Trump aboard Air Force One apparently looking at a placard bearing the words 'Kennedy Center DEMOLISHED' (the Guardian reported that the image does not establish that demolition was being planned), and Rep. Joyce Beatty, an ex officio member of the Kennedy Center board, had submitted it to the court and sought an emergency hearing.

"I'm confident that one way or the other, whether it's legislatively or whether it's legally in the courts, we're going to stop the president from another vanity project and waste of taxpayer resources in the context of the Kennedy Center."

Case context: Should Donald Trump link the Kennedy Center's renovation to recognition for his administration?

    Full statement and sources

At a House Democratic leadership press conference in Washington on September 17, House Democratic Leader Hakeem Jeffries was asked about a photograph of President Trump that the reporter said suggested the Kennedy Center could be demolished, and about what Congress could do if the administration moved forward. He said legislative action was needed through the appropriations process for action not authorized by Congress, and that he was confident that 'one way or the other' Democrats would 'stop the president from another vanity project and waste of taxpayer resources in the context of the Kennedy Center.'

    Why this label?

Asked on September 17 about a photograph suggesting the center could be demolished, Jeffries called the president's Kennedy Center effort 'another vanity project and waste of taxpayer resources' and said Democrats would stop it legislatively or in the courts, which criticizes and opposes the course the conduct under scrutiny describes. The closest competing label is “Mixed or conditional”, because he frames stopping the project as depending on a legislative or judicial route ('one way or the other'). That loses because the condition concerns the means, not whether the project is acceptable, and his evaluation of it is uniformly critical.

The same day Judge Cooper denied her request for an emergency hearing but ordered the defendants to give more than 30 days' written notice before any change to the project plans, including any "demolition" of the main building, and to file a sworn status report by 2026-09-23.

In a statement issued after Judge Christopher Cooper's 2026-09-17 order, Rep. Why this label?

Beatty, whose lawyers put the Charlotte remarks before the court earlier that day, calls it "simply outrageous" that things have reached "the point of consistent judicial intervention to protect this historic institution from getting bulldozed by the President", an express criticism of the President's conduct toward the building. The closest competing label is “Challenged the characterization”, because "bulldozed" also describes what she says is being done to the building. That loses because she does not stop at disputing a description: she calls the situation outrageous and, in the same statement, says she will continue to fight.

    Full statement and sources

At a press briefing on September 17, 2026, Greg Werkheiser, an attorney for eight preservation organizations suing over the Kennedy Center, said that President Trump, if he has the capacity to raise money the center needs, is legally obligated to raise it or step aside, according to ARTnews. ARTnews also reported that he characterized the president's position on repairs and fundraising without his name on the building as a "hostage-taking" situation. The quotation begins mid-sentence; "he" refers to Trump, per ARTnews.

    After the statement

The Hill reported that Werkheiser told reporters the plaintiffs will likely soon file for a receivership. The same day, Judge Cooper ordered the Kennedy Center to file a sworn status report on the closure by September 23 and to give challengers written notice before any demolition or change in the scope of planned renovations; Bloomberg Law reported that Werkheiser described the order in an email as a significant win for the public.

    Why this label?

Speaking as the plaintiffs' counsel two days later, Werkheiser said Trump is legally obligated to raise the money the center needs or step aside, and ARTnews reported that he characterized the position as a "hostage-taking" situation, which expressly rejects tying the work to recognition. The closest competing label is “Mixed or conditional”, because the quoted sentence contains an "if he has the capacity" clause. That loses because the clause defines the scope of the duty he asserts and does not make his rejection of the condition depend on anything unresolved.

    Why this label?

Daravi says nothing is being demolished and tells viewers to disregard reports to the contrary, which disputes a description of the situation without saying whether tying the closure or renovation to recognition is justified or wrong. The closest competing label is “Defended or excused”, because she speaks for an institution whose board Trump chairs. That loses because the quoted words consist of her denial and her instruction to disregard the reports, and they do not say that the position or the closure is justified, acceptable or reasonable.

Raskin's own words call closing the center 'an affront to President Kennedy's memory' and demand that it 'remain open and free from the President's graffiti, vandalism and desecration', which rejects the closure and condemns the President's conduct toward the building without mentioning recognition by name. Larsen's statement on the board's September 15 meeting calls the Trump Administration's "transparent blackmail attempt" and its claims of impending bankruptcy "bogus," and says the focus should be on repairing and restoring the Center; it does not itself name the recognition condition. The closest competing label is “Challenged the characterization”, because part of the statement disputes the bankruptcy claims. On September 15, 2026, a federal judge barred the Kennedy Center board from adding a tribute to Trump on the building or site, the board voted to close the center, and Trump posted on Truth Social that the renovation and reconstruction could not begin until the D.C. Circuit rules on the board's approved name. On CNN's Erin Burnett OutFront at about 7:20 PM ET, Burnett cited that post, said the board says the center faces fiscal collapse within weeks unless Trump's name is added, and asked Kennedy whether she would rather the center stay closed or reopen with his name on it.

"The court said you can't put your name on it. Then, all of a sudden, it's bankrupt, but all of a sudden, if his name is on it, it's got $256 million in the bank. So, this is not an issue of bankruptcy. This is hostage-taking by the president of the United States."
    Condemned

Case context: Should Donald Trump link the Kennedy Center's renovation to recognition for his administration?

    Full statement and sources

In an interview on CNN's Erin Burnett OutFront on September 15, 2026, Kerry Kennedy was asked whether she would rather the Kennedy Center stay closed or reopen with Trump's name on it. She said the court had barred his name, that the center was then described as bankrupt but would have money 'if his name is on it', that 'this is not an issue of bankruptcy', and that 'This is hostage-taking by the president of the United States'.

    After the statement

Burnett then turned to Kennedy's brother, HHS Secretary Robert F. Kennedy Jr., and to measles. According to ABC News, fencing was installed around the main building's entrance on September 16 and lawyers for Rep. Joyce Beatty asked a federal judge that day for an emergency hearing on the closure.

    Why this label?

Asked whether she would rather the center stay closed or reopen with Trump's name on it, Kennedy says the court barred his name, the center is then called bankrupt but would have money 'if his name is on it', and concludes 'This is hostage-taking by the president of the United States', an express rejection of tying the center's fate to his name. The closest competing label is “Challenged the characterization”, because she also disputes the bankruptcy premise ('this is not an issue of bankruptcy'). That loses because she goes on to condemn the linkage itself rather than only disputing how the situation is described.

This label describes the statement's response within the context above.

  28. Norm EisenAttorney for Rep. Joyce Beatty in her Kennedy Center lawsuit and co-founder of Democracy Defenders Action, as a guest in a live interview on CNN's The Arena with Kasie Hunt

    Before this statement

On September 15, 2026, a federal judge prevented the Kennedy Center board's latest attempt to add Trump's name to the building, and the board voted to close the main building. On CNN's The Arena, host Kasie Hunt said Trump's post insisted that renovations would not begin until his name is added to the building and that a source told CNN Trump called into the board meeting and clashed with Rep. Beatty; she asked Eisen what more he could say about the call.

"President Trump and his hand-picked cronies on this board are taking the Kennedy Center hostage, and they will not allow it to thrive unless his name is placed upon it, but that's illegal"
    Condemned

Case context: Should Donald Trump link the Kennedy Center's renovation to recognition for his administration?

    Full statement and sources

In a live interview on CNN's The Arena with Kasie Hunt on September 15, 2026, Norm Eisen, who represents Rep. Joyce Beatty in her Kennedy Center lawsuit, said that President Trump and the hand-picked members of the board are 'taking the Kennedy Center hostage' and will not allow it to 'thrive unless his name is placed upon it'. He added that this is illegal.

    After the statement

Later in the same hour Hunt asked Eisen whether there was legal recourse, and he said the courts had held Trump in check. At 9:25 PM ET Eisen's X account posted the clip with text saying the board is 'holding the Kennedy Center hostage until his name goes on it' and that 'A court order says it stays OPEN'.

CNN's The Arena with Kasie Hunt, aired September 15, 2026, 4-5p ET (rush transcript) · CNNSegment after [16:21:34] ET: first answer of 'NORM EISEN, FORMER WHITE HOUSE ETHICS CZAR' (paragraph beginning 'Well, the president's behavior at the board meeting'); he answers again after [16:30:05]

    Why this label?

In the same answer in which he refers to 'that social media statement', Eisen says Trump and the board are taking the Kennedy Center hostage and will not allow it to thrive unless his name is placed on it, and calls that illegal, which rejects tying the center's future to his name. The closest competing label is “Challenged the characterization”, because part of the objection is legal rather than about the wisdom of the position. That loses because he also expresses clear substantive opposition, and a clearly critical legal argument qualifies as condemns.

This label describes the statement's response within the context above.

  29. John SextonContributing editor at HotAir, in a signed blog column

    Before this statement

Published at 6:00 PM ET on 2026-09-15, the day the Kennedy Center board voted to close most of the building, hours after Judge Christopher Cooper barred it from returning Trump's name to the building. Trump had posted on Truth Social at 2:54 PM ET that the closing would take place immediately, and the column embeds Commerce Secretary Howard Lutnick's 2026-09-14 X post about a ceiling collapse.

"For his part, President Trump has refused to raise the money needed to carry out the renovations without some recognition of his contribution. So as of today the center is shut down and there is no renovation taking place. Democrats in Congress could push to fix this, but it seems they'd rather see the Kennedy Center collapse to the ground than tolerate Trump's name on the building."
    Defended or excused

Case context: Should Donald Trump link the Kennedy Center's renovation to recognition for his administration?

    Full statement and sources

In a signed HotAir column published on the day of the Kennedy Center board's closure vote, John Sexton wrote that Trump "has refused to raise the money needed to carry out the renovations without some recognition of his contribution" and that Democrats in Congress "could push to fix this". The column also calls the closure "a smart move" and says the Left "could get what they presumably want" with "a very minimal show of respect".

    After the statement

On the evening of 2026-09-16 Trump answered reporters' questions about the Kennedy Center project, and Beatty's lawyers quoted his remarks to the court in a notice filed on 2026-09-17.

For the Kennedy Center, the Tables Have Turned · HotAirParagraph beginning 'For his part, President Trump has refused' (second-to-last paragraph of the column, after the Washington Post budget block quote and before 'I've been to the Kennedy Center a few times')

Notice of Supplemental Authority (ECF 85), Beatty v. Trump, No. 25-cv-4480 (D.D.C.) · United States District Court for the District of ColumbiaPage 1, first paragraph

    Why this label?

Sexton, writing on the evening of 2026-09-15, restates the condition without criticism, calls the closure "a smart move", and places responsibility for the shutdown on Democrats, saying it seems they would "rather see the Kennedy Center collapse to the ground than tolerate Trump's name on the building" and that "a very minimal show of respect" would give the Left "what they presumably want". The closest competing label is “Challenged the characterization”, because the column reframes who is responsible for the impasse. That loses because the column goes on to endorse the closure and to treat the recognition ask as a small one, which is a clearer substantive defense of the position.

This label describes the statement's response within the context above.

  30. Donald TrumpPresident of the United States and chair of the Kennedy Center's board of trustees, posting on his verified Truth Social accountDirectly involved

    Before this statement

On August 13 the Kennedy Center board passed a resolution to recognize Trump's contributions, including an inscription on the main building and naming the grounds “President Donald J. Trump Plaza.” On September 15 Judge Christopher Cooper ruled in Beatty v. Trump that the board could not carry out those two steps, and the board, meeting that day, voted to approve a closure resolution.

"The Board of The Kennedy Center today agreed, almost unanimously, to close the Building for Safety reasons, and so that it can begin the process of Reconstruction. The closing will take place immediately, however, the Renovation and Reconstruction, which is a very large and complex job, cannot begin until such time as the D.C. Circuit rules on the Board's approved name. If the ruling is a negative one, which it should not be, and is not overturned by the U.S. Supreme Court, the Reconstruction and the Renovation of The Kennedy Center will not take place."
    Defended or excused

Case context: Should Donald Trump link the Kennedy Center's renovation to recognition for his administration?

    Full statement and sources

In a Truth Social post on September 15, Trump wrote that the Kennedy Center board had agreed to close the building for safety reasons, that the closing would take place immediately, and that the renovation and reconstruction could not begin until the D.C. Circuit rules on the board's approved name. He wrote that if that ruling is negative and is not overturned by the U.S. Supreme Court, the renovation and reconstruction “will not take place,” and that Justice Department attorneys would ask for an expedited appeal.

    After the statement

Plaintiff Joyce Beatty's counsel filed the post with the court the same day as a “Notice of Board Vote and Chairman Statement” (ECF 78). The next day, in remarks to reporters in Charlotte, Trump again addressed recognition for his administration; that statement is recorded separately.

Donald J. Trump (@realDonaldTrump) on Truth Social, September 15, 2026, 2:54 PM · Donald TrumpTruth Social post 117276573235915643, posted 2:54 PM EDT on September 15, 2026; first three sentences

    Why this label?

In the post Trump says the board agreed to close the building for safety reasons, that the closing is immediate, that renovation “cannot begin until such time as the D.C. Circuit rules on the Board’s approved name,” and that it “will not take place” if a negative ruling is not overturned, an outcome he says “should not be.” The closest competing label is “Mixed or conditional”, because the renovation is stated as contingent on a court ruling. That loses because the contingency is the content of the position being recorded, not a qualification of Trump's own stance toward it; the post gives a safety reason for the closure and expresses no reservation about the position.

This label describes the statement's response within the context above.

About this source

NPR reports that the eight plaintiff organizations, among them AIA and the National Trust for Historic Preservation, sent a joint statement to NPR on Thursday, September 17, 2026. NPR quotes two passages of the statement with an ellipsis between them; the quotation in this entry comes from the full release published by AIA. The title contains the outlet's own verb ("threatens").

About this source

Official White House upload of the Oval Office health care event (YouTube q0dpGYLqNJ0; page published 2026-09-18 at 20:39 UTC, 4:39 PM ET). The quoted wording of the Kennedy Center questions is our transcription of the audio from 47:00 to 54:00. Our transcription gives "nobody else can do it", not the "nobody else remembers" printed by Reuters. The answer to the demolition question contains no yes or no and does not say he declines to answer; "refused to say" is Reuters's characterization and AP wrote that he "did not directly respond".
