Why we used this label
Golan expressly supports individual exclusion. His opposition to blanket bans on other lists does not qualify that support.
If Netanyahu received the reported warning and failed to alert security leaders or take action, that failure constituted extraordinary or criminal negligence.

Why we used this label
The statement unconditionally accepts the warning characterization and condemns Netanyahu’s alleged conduct.
Officials sought to bar the Balad leader over his October 2023 writing. His lawyers disputed the armed-struggle threshold, and Balad announced withdrawal after a Supreme Court warning.
Haaretz reported that the UAE president warned Benjamin Netanyahu of a major Hamas operation before October 7, 2023. The New York Times, citing anonymous sources, reports that the call occurred and the warning did not reach security chiefs. Netanyahu denies receiving it.
