Overview

The Senate's records show Collins voted to proceed to H.R. 1 on June 28, 2025, when the motion passed 51-49. She voted against final passage on July 1. The Senate then split 50-50, and the vice president broke the tie in favor. Changing Collins's procedural vote alone would have produced a tie, not an automatic defeat.

Collins's July 1 statement said harmful Medicaid changes drove her opposition and that the rural-health fund was insufficient to offset them. Maine Democrats later argued that she nevertheless helped advance the legislation. FactCheck.org challenged an Affordable Maine ad's claim that she supported the cuts, distinguishing the procedural vote from her final opposition.

At their October 6, 2026 debate, Jackson again held Collins responsible for advancing the bill. Collins defended allowing floor consideration as a way to secure the $50 billion rural-health fund and cited her final no vote. She also disputed Jackson's description of the bill going through her Appropriations Committee.
