The Senate then split 50-50, and the vice president broke the tie in favor. Changing Collins's procedural vote alone would have produced a tie, not an automatic defeat.
Collins's July 1 statement said harmful Medicaid changes drove her opposition and that the rural-health fund was insufficient to offset them. Maine Democrats later argued that she nevertheless helped advance the legislation. FactCheck.org challenged an Affordable Maine ad's claim that she supported the cuts, distinguishing the procedural vote from her final opposition.
