Tiffany Cabán is a member of the New York City Council representing the 22nd District in Queens, which includes Astoria, Jackson Heights, East Elmhurst and Rikers Island. A Queens native and former public defender, she was first elected to the Council in 2021 and chairs its Committee on Mental Health and Substance Use.

New York City Council Member Tiffany Cabán said in a statement that she is heartbroken and furious that ICE shot one of her neighbors, that it is vile that the administration demonizes immigrants to distract from corruption, and that the shooting is not about safety. She called for getting ICE out of the city, abolishing ICE and holding the administration accountable.

Why we used this label

The reference point is whether the ICE officer was justified in shooting the man in the car. Cabán says she is heartbroken and furious that ICE shot a neighbor and says "this isn't about safety". That rejects the shooting as justified, so we labeled it Condemned. The closest competing label is Challenged the characterization, which would fit a dispute with DHS's account of a targeted arrest; she rejects the shooting itself and the enforcement behind it.
