Why we used this label

The reference point is whether the ICE officer was justified in shooting the man in the car. Awawdeh calls ICE's tactics a clear danger to all New Yorkers and cites the shooting as proof, which rejects the shooting as justified, so we labeled it Condemned. The closest competing label is Mixed or conditional, which would fit a call for information without a judgment; his statement states its conclusion.
