Gennady Onishchenko

Gennady Onishchenko is a Russian physician and epidemiologist. He served as Russia's Chief State Sanitary Doctor from 1996 to 2013 and headed Rospotrebnadzor from 2004 to 2013. A member of the Russian Academy of Sciences, he was a State Duma deputy from 2016 to 2021.

Why we used this label

The reference point is the proposition that the illness of the Irkutsk Anti-Plague Institute employee, reported to have died on October 1 or 2, 2026, was plague. TASS reports that he said the infection is most likely not plague, and his own quoted words tie the season to the carriers being inactive without saying it was not plague, so we used Challenged the characterization. The closest competing label is Denied. It loses because the summary is hedged (most likely) and the direct quotation does not state that it was not plague. Mixed or conditional loses because the clause about confirmation concerns spread of the disease, not the diagnosis.
