Neal's mother, Jessica Neal, told NPR (opens in a new tab) that she called 911 after finding her son holding her handgun and threatening suicide. She said three HSI agents arrived, one told her to wait outside, and minutes later she heard a single gunshot.
On August 23, NPR reported (opens in a new tab) that family attorney Andre Wharton and Neal's mother had recently been shown body camera footage by the district attorney's office. Wharton said the video was taken from the perspective of a second agent, not the one who fired, and that it showed agents by the apartment front door and Neal at a significant distance when the shooting occurred. He said he heard one agent say aloud that Neal held a knife, not a firearm, and that a second agent fired seconds later. He told NPR that "It was unjustified in our opinion". Action News 5 (opens in a new tab) quoted Wharton as saying, "The agent who did the shooting said no, it's a knife, it's not a gun", before a shot is heard seconds later; NPR's account attributes the remark to one agent and the shot to a second agent. As of September 25, 2026, we could not locate a public release of the footage, and the district attorney's office did not respond to NPR's request to review it.
An autopsy report completed August 17 and released September 4 lists the cause of death as a gunshot wound of the neck and the manner of death as homicide, WREG reported (opens in a new tab). It also notes incised (sharp force) wounds on the neck and forearm. The Commercial Appeal (opens in a new tab) noted that a homicide manner of death is not considered a legal finding that a crime was committed. TBI's May 21 release had said it was not clear whether Neal died from the agent firing or from self-inflicted stab wounds; the autopsy report lists a gunshot wound as the cause.
Mayor Paul Young's office told NPR that he supports an independent review any time deadly force is used and believes the facts should guide any conclusions. The ACLU of Tennessee, Neal's family and their attorney have criticized the shooting. As of September 25, 2026, we could not locate a public statement from the Department of Homeland Security, ICE, HSI or the U.S. Marshals Service explaining why the agent fired. NPR reported in July that the White House did not respond to a request for comment on task force shootings, and in August that a White House spokesperson responded with arrest and firearm-seizure figures. TBI said it does not identify officers involved in these cases.
As of September 25, 2026, we could not locate a charging decision, a public TBI finding or a lawsuit over the shooting. This case should be revisited when TBI or the district attorney makes findings public.
