Overview

The designation creates a rebuttable presumption that goods the listed entities produce, wholly or in part, are made with forced labor and are prohibited imports. It is an administrative designation, not a judicial finding about every shipment. The notice attributes the listing determinations to the DHS-chaired Forced Labor Enforcement Task Force. Its separate sourcing determination concerns BGI Genomics and BGI Group, not MGI. The public notice describes the government's asserted grounds; it does not make the underlying investigative evidence independently available.
