Statement summary
Zelenskyy said Russia had responded to the lifting of sanctions on diesel exports by dropping five glide bombs on residential buildings in Zaporizhzhia.
“Today, Russia expressed its thanks for the lifting of sanctions on diesel exports by dropping five glide bombs on residential buildings in Zaporizhzhia.”

Archived copy (opens in a new tab)The case asks whether the U.S. should ease sanctions on Russian diesel to lower fuel prices, as the administration did on October 9. Zelenskyy says Russia "expressed its thanks for the lifting of sanctions on diesel exports" with glide bombs on residential buildings, tying the easing to further attacks. That criticizes the easing, so we labeled it Condemned. The closest competing label is Challenged characterization; it loses because he does not dispute a description but argues that the easing encourages Russia's attacks.

Statement summary
Ukrainian President Volodymyr Zelenskyy said gifts to Putin would not bring peace, that Russia would repay the diesel with further terror, and that allowing Russia to sell petroleum products was an investment in a war that must be ended.
“Gifts to Putin will not bring peace or any benefit to the civilized world. Russia will “repay” the diesel with further terror and perfidy. Allowing Russia to sell petroleum products is an investment in a war that must be ended, not prolonged.”

The case asks whether the U.S. should ease sanctions on Russian diesel to lower fuel prices, as the administration did on October 9. Zelenskyy says Russia will "repay" the diesel "with further terror and perfidy" and calls allowing Russia to sell petroleum products "an investment in a war that must be ended, not prolonged". That rejects the easing, so we labeled it Condemned. The closest competing label is Mixed or conditional, since he proposes reciprocal de-escalation instead; it loses because he offers no support for the diesel arrangement itself.
