Zelenskyy says allowing Russia to sell petroleum products is "an investment in a war"
Volodymyr ZelenskyyPresident of Ukraine, in a post on his official X account
Ukrainian President Volodymyr Zelenskyy said gifts to Putin would not bring peace, that Russia would repay the diesel with further terror, and that allowing Russia to sell petroleum products was an investment in a war that must be ended.
“Gifts to Putin will not bring peace or any benefit to the civilized world. Russia will “repay” the diesel with further terror and perfidy. Allowing Russia to sell petroleum products is an investment in a war that must be ended, not prolonged.”

Where this statement fits
Should the U.S. lift sanctions on Russian diesel to bring down fuel prices?
On October 9, 2026, President Donald Trump said that after a call with Russian President Vladimir Putin, Russia would supply more than 300,000 tons of diesel immediately and up to 4.8 million tons in all to the American and global markets, and that diesel prices would come down. The same day, the Treasury Department's Office of Foreign Assets Control issued General License 135, which authorizes the sale, delivery and importation of Russian-origin diesel until April 7, 2027. The U.S. has not imported Russian oil or gas since 2022. Ukrainian President Volodymyr Zelenskyy said easing sanctions without a de-escalation agreement plays into Russia's hands, and lawmakers in both parties said the arrangement would fund Russia's war in Ukraine. Rep. Brian Fitzpatrick said he would introduce a bill to block all purchases of Russian oil and force a vote by discharge petition. The dispute is over whether the U.S. should ease sanctions on Russian diesel to lower fuel prices.

About this source
Associated Press report on the diesel arrangement. It quotes Trump's remarks as he left the White House, a Kremlin statement from Putin, a Ukrainian Embassy statement from Zelenskyy and lawmakers' reactions, and notes that the U.S. has not imported Russian oil or gas since 2022.
Archived copy (opens in a new tab)Before the quotation
Zelenskyy posted on October 9, the day of a conversation between the leaders of the United States and Russia. The post says that any easing of sanctions against Russia without a clear and lasting de-escalation agreement is an obvious weakness.
After the quotation
He added that what is needed is "real de-escalation with Russia on a reciprocal basis", and said Ukraine would stop striking Russian oil refineries if Russia stopped destroying Ukraine's energy infrastructure.
How this statement is classified
The label describes this statement's response within the context above.
Why this label?
The case asks whether the U.S. should ease sanctions on Russian diesel to lower fuel prices, as the administration did on October 9. Zelenskyy says Russia will "repay" the diesel "with further terror and perfidy" and calls allowing Russia to sell petroleum products "an investment in a war that must be ended, not prolonged". That rejects the easing, so we labeled it Condemned. The closest competing label is Mixed or conditional, since he proposes reciprocal de-escalation instead; it loses because he offers no support for the diesel arrangement itself.
