Role at the time: Republican U.S. senator from North Carolina
Statement summary
Tillis tells Witkoff to look up the definition of humanitarian, calls the remark embarrassing and outrageous, and says Witkoff should ask Ukrainian families whose children Putin has kidnapped and murdered whether they agree.
“Look up the definition of "humanitarian." What an embarrassing and outrageous thing to say.”
Tillis's post on X quoting a video clip of Witkoff telling Putin he is a humanitarian.
The case looks at Witkoff calling Putin a humanitarian. Tillis calls the remark embarrassing and outrageous, so we labeled it a condemnation.

Statement summary
Tillis says the administration should enforce a law the Senate passed 86-11 and calls the waiver a capitulation to a Russian dictator.
“Beyond irresponsible”
Nicholas Kerr reports the waiver and direct responses from the White House and members of Congress. Some congressional remarks are quoted without their original posting times.
Archived copy (opens in a new tab)The reference point is Trump's waiver of the Graham Act's Russia sanctions. Tillis calls the waiver beyond irresponsible and a capitulation to a Russian dictator.
Role at the time: U.S. senator from North Carolina; signatory to the joint October 15 letter
Statement summary
Thom Tillis signed a joint letter with eight other senators requesting an inspector-general investigation into reported Starshield restrictions and intelligence-warning disruptions in Ukraine. The letter questions Defense Department oversight and asks whether government or contractor decisions contributed.
“Any restrictions on these capabilities, particularly without advance notification, raise serious questions about the Department of Defense’s contractual oversight and its responsibility to ensure continuity of essential services.”
The signed letter asks the Department of Defense inspector general to investigate satellite-service restrictions and, separately, intelligence-sharing and warning disruptions. It asks whether the disruptions were connected rather than establishing a common cause.
The reference point is the restriction and its oversight. The signers criticize the lack of notice and question the Department of Defense response. Their investigation request leaves the cause and responsible officials unresolved.
Role at the time: U.S. senator from North Carolina
Statement summary
Tillis says newer reporting suggests the problem occurred within Department of Defense Starshield systems. He criticizes the risks to civilians and U.S. personnel and says he will request an inspector-general investigation.
“Meanwhile, both Ukrainian civilians and U.S. diplomatic and security personnel were placed at unnecessary risk and without warning.”
Tillis follows an earlier appeal to Musk with a post directing scrutiny toward Department of Defense Starshield systems and requesting an inspector-general investigation.
The reference point is the October restriction and its consequences. Tillis explicitly criticizes the harm while leaving responsibility and intent unresolved.
Role at the time: U.S. senator from North Carolina, interviewed on Meet the Press
Statement summary
Asked whether the president is breaking the law with the deal with Russia, Tillis says he may be and that there is a legitimate case he is not following the law.
“And I do believe there’s a legitimate case for saying the president’s not following the law.”
NBC News's transcript of the October 11, 2026 broadcast, in which moderator Kristen Welker asked Tillis about Hegseth and whether he regrets voting to confirm him.
The matter under scrutiny is easing sanctions to allow Russian diesel imports. The speaker criticizes or seeks reversal of that decision.

Role at the time: Retiring Republican U.S. senator from North Carolina and member of the Senate Judiciary Committee, speaking to reporters
Statement summary
Sen. Thom Tillis said he would have no problem with the Judiciary Committee investigating the Kremlev-funded wedding celebration after the election, called Trump Jr. acceptance of the arrangement colossally bad judgment, and said he would offer an explanation immediately if he were Trump Jr., while declining to say whether he would support a subpoena now.
“After the election, if everybodys still interested in it, then lets do it. If I were Donald Trump Jr., Id be offering this up immediately. Just lay it out there. How on earth did this happen? Because on its face, it looks pretty dumb. Colossally bad judgment at best.”
The Hill reports Sen. Thom Tillis September 22 remarks saying he would have no problem with the Judiciary Committee investigating Trump Jr. after the election, while declining to back a subpoena now. Used to attribute Tilliss position, not to establish the underlying allegations about Trump Jr. or Kremlev.
Relative to whether the Judiciary Committee should subpoena Donald Trump Jr. now, Tillis combines materially different positions. He is critical of the underlying conduct, calling it colossally bad judgment at best and saying it looks pretty dumb on its face, which leans toward condemnation of the arrangement. But on the case central question, a subpoena, he explicitly declined to say whether he would support one now and instead conditioned any Judiciary Committee investigation on the outcome of the election: after the election, if everybodys still interested in it, then lets do it. That express, unresolved timing condition on the committee action itself, combined with criticism of the conduct short of calling for present subpoena, is a “Mixed or conditional” position rather than a clean condemns or “Defended or excused”.
