Warren says current frontier models lack adequate safeguards and rejects leaving decisions to a handful of CEOs. She calls for stronger public controls and an immediate pause.

The case asks whether Google should pay the full cost of the shared grid upgrades its data centers trigger, rather than leaving part of that cost with other customers. Warren distinguishes Google paying its electricity bill from "fully covering the significant infrastructure upgrade costs" of its data centers, and says the companies' commitments do not explain how they, rather than consumers, "will bear the full cost of data centers." That argues Google's commitments leave part of the upgrade cost with others, so we labeled it Condemned. The closest competing label is Challenged the characterization, since she disputes Google's account of what its commitments cover; it loses because she also presses the companies to show how they, rather than consumers, will bear the full cost.
