Victor Marx would require a "legitimate law enforcement purpose for every search" and shorter retention
Victor MarxRepublican candidate for governor of Colorado, in The Colorado Sun's voter guide
In The Colorado Sun's October 10, 2026 voter guide, Victor Marx, the Republican candidate for governor of Colorado, said there should be restrictions on law enforcement use of surveillance databases such as Flock's while keeping the tools police use to catch criminals, recover stolen vehicles and find missing people. He would require a legitimate law enforcement purpose for every search and shorter retention periods, except for information used as evidence.
“I would just require legitimate law enforcement purpose for every search. Shorter retention periods, unless the information, obviously, is going to be used as evidence of the case. Give police the tools they need, but don't create a system where the government can track innocent Coloradans without accountability.”

Where this statement fits
Should Flock-style license-plate surveillance networks exist?
Networked automated license-plate readers record passing vehicles and let agencies search or share travel records across locations. Candidates and officials disagree over whether to prohibit these networks, keep them with legal limits, or defend their use for investigations. This tracker records attributable positions on that choice, including proposals that would affect only public funding or data access.

About this source
The Colorado Sun's voter guide sets out the governor candidates' answers on issues including restrictions on law enforcement use of Flock camera databases. It quotes Victor Marx on requiring a legitimate law enforcement purpose for every search and shorter retention periods.
Archived copy (opens in a new tab)Before the quotation
The Colorado Sun asked the candidates for governor whether there should be restrictions on when and how Colorado law enforcement use and access video surveillance databases like those operated by Flock, and what those restrictions should be.
After the quotation
Democrat Phil Weiser said Colorado should restrict who can access the databases, how long footage is stored and how it can be used and shared. The guide does not say when or how Marx gave his answer.
How this statement is classified
The label describes this statement's response within the context above.
Why this label?
The reference point is whether networked license-plate reader systems such as Flock should exist and be used. Marx supports keeping the systems with a purpose requirement for each search and shorter retention periods, so we labeled it Mixed or conditional with the Limit retention and use step.
