The State Department says it is aware of reports of suspected pneumonic plague and many details are unconfirmed
U.S. Department of StateState Department spokesperson, in statements to CNN and RFE/RL on October 4, 2026; a State Department official gave the same statement to Al Jazeera (published October 5)
A State Department spokesperson told CNN and RFE/RL on October 4, 2026, and an official gave Al Jazeera the same statement, published October 5, that the Department is aware of reports of a fatal case of suspected pneumonic plague in Irkutsk Oblast, Russia, and is monitoring the situation closely with the CDC and other interagency partners. The statement adds that many details have not been confirmed and urges Russian authorities to share accurate information quickly and openly. RFE/RL reports that the Department also noted plague is treatable with commonly available antibiotics, particularly when treatment begins early. The quotation joins sentences as they appear in Al Jazeera, CNN and RFE/RL.

Where this statement fits
Did plague cause the reported death of an employee of Russia's Irkutsk Anti-Plague Institute?
From October 1, 2026, a hospital in Shelekhov, in Russia's Irkutsk region, suspended discharge and admission in several departments. On October 2, People of Baikal reported that a woman who worked at the Irkutsk Anti-Plague Institute had died of plague in Shelekhov, noting that officials had not confirmed plague, and Buryatia's head, Alexei Tsydenov, referred in a post to a woman who died of plague before the post was changed to say possibly. On October 4, Rospotrebnadzor said special measures were carried out in connection with a case of illness of an institute employee, diagnosed as pneumonia of unknown etiology, that no microorganisms connected to her professional activity were found in her material, and that no emergency situations were found at the institute. The U.S. State Department said it was aware of reports of a fatal case of suspected pneumonic plague and that many details have not been confirmed. As of October 5, 2026, we did not find a laboratory result identifying the cause of the patient's illness announced by any official, a statement from Irkutsk regional authorities, Rospotrebnadzor or the institute that says she died, or a report of a second patient. The disputed claim is whether plague caused her illness and reported death.

About this source
Al Jazeera reports that a State Department official gave it the statement and that Rospotrebnadzor's statement describes pneumonia of unknown etiology. Its sentence that Tsydenov posted on Telegram on October 3 is not accurate: his Telegram post is dated October 2 at 14:39 UTC.

About this source
We cite CNN for the State Department spokesperson's statement given to CNN on Sunday, October 4, and for a Department of Health and Human Services spokesperson's statement that the CDC is closely monitoring the situation. CNN's own lead describes a laboratory accident in the outlet's voice, while Rospotrebnadzor says it found no emergency situations at the institute. We do not rely on CNN's framing.

About this source
RFE/RL reports that a State Department spokesperson gave it this statement on October 4. We use it for the first sentence of the State Department's statement. The article also reports that a Health and Human Services spokesperson confirmed the CDC is working with the State Department.
Before the quotation
Rospotrebnadzor issued its statement earlier on October 4 (Interfax, 09:55 UTC). The time of the State Department's statement is not documented. A Health and Human Services spokesperson told CNN that the CDC was closely monitoring the situation.
After the quotation
As of October 5, 2026, we did not find a statement on the case from the World Health Organization, and CNBC reported that the State Department, the World Health Organization and Russia's health ministries did not immediately respond to its requests.
How this statement is classified
The label describes this statement's response within the context above.
Why this label?
The reference point is the proposition that the illness of the Irkutsk Anti-Plague Institute employee, reported to have died on October 1 or 2, 2026, was plague. The statement relays reports of suspected pneumonic plague and says many details are unconfirmed, so we used Mixed or conditional. The closest competing label is Condemned, which would apply if the Department asserted plague itself; it attributes the plague to reports and calls the case suspected. Explicitly stayed out loses because the Department describes what it knows and what it does not.
