Alexei TsydenovHead of the Republic of Buryatia, in a post on his VK page and MAX channel
On October 2, 2026, Alexei Tsydenov, head of the Republic of Buryatia, wrote on his VK page (VK dates the post 13:18 UTC) and on his MAX channel that, according to Rospotrebnadzor and the Buryatia government, the woman who died of plague in the Irkutsk region had not come to Buryatia. People of Baikal quoted the MAX version at 13:53 UTC and The Insider quoted the wording at 14:58 UTC. The post does not mention the institute or the woman's job; outlets matched it to the institute employee.

Where this statement fits
Did plague cause the reported death of an employee of Russia's Irkutsk Anti-Plague Institute?
From October 1, 2026, a hospital in Shelekhov, in Russia's Irkutsk region, suspended discharge and admission in several departments. On October 2, People of Baikal reported that a woman who worked at the Irkutsk Anti-Plague Institute had died of plague in Shelekhov, noting that officials had not confirmed plague, and Buryatia's head, Alexei Tsydenov, referred in a post to a woman who died of plague before the post was changed to say possibly. On October 4, Rospotrebnadzor said special measures were carried out in connection with a case of illness of an institute employee, diagnosed as pneumonia of unknown etiology, that no microorganisms connected to her professional activity were found in her material, and that no emergency situations were found at the institute. The U.S. State Department said it was aware of reports of a fatal case of suspected pneumonic plague and that many details have not been confirmed. As of October 5, 2026, we did not find a laboratory result identifying the cause of the patient's illness announced by any official, a statement from Irkutsk regional authorities, Rospotrebnadzor or the institute that says she died, or a report of a second patient. The disputed claim is whether plague caused her illness and reported death.

About this source
Tsydenov's post on his VK page, which he also published on his MAX channel. The live page now carries a hedged version of the sentence about the woman, with the word 'possibly' added. An archived copy taken at 17:01:54 UTC on October 2 shows the unhedged wording; the page is stored in Windows-1251 encoding, so it must be decoded as such to read the Cyrillic. People of Baikal quoted the unhedged wording at 13:53 UTC and The Insider quoted it at 14:58 UTC. The time of the edit is not documented. The post cites no test result.

About this source
People of Baikal's post quoting what it says Tsydenov wrote on his MAX channel. We use it for the unhedged wording of his first post, which the outlet quotes with some punctuation of its own. The headline's word 'confirmed' is the outlet's description; Tsydenov's post cites no test result. The Insider (14:58 UTC) quoted the same words.

About this source
The Insider's October 2 item. Its headline states the death from plague in the outlet's own voice, while its text says authorities do not name the diagnosis. It relays, citing the Telegram channel Ostorozhno, Novosti, that a criminal case had been opened for violating sanitary rules resulting in a death. No authority is named, and we found no announcement from the Investigative Committee or prosecutors. It also quotes Tsydenov's post with the unhedged wording.
Archived copy (opens in a new tab)Before the quotation
Governor Kobzev's post at 05:08 UTC had described only a suspected case of a particularly dangerous infection. At 08:19 UTC TASS had published remarks by Onishchenko saying the patient returned from Buryatia.
After the quotation
His Telegram post at 14:39 UTC carried the hedged wording, and his VK page was later edited to match; People of Baikal noted the edit by 04:50 UTC on October 3. Moscow Times and other outlets described the first post as a confirmation of plague. As of October 5, 2026, we did not find a test result cited by him.
How this statement is classified
The label describes this statement's response within the context above.
Why this label?
The reference point is the proposition that the illness of the Irkutsk Anti-Plague Institute employee, reported to have died on October 1 or 2, 2026, was plague. Tsydenov states in passing that the woman died of plague, without a stated basis, so we used Condemned, which here records only an attributed assertion of the proposition. The closest competing label is Mixed or conditional, which fits the wording he posted on Telegram later that day (see the next entry) but not this text, which carries no qualifier. Challenged the characterization does not apply because he accepts the plague description rather than disputing it.
