Victor Marx
Role at the time: Republican candidate for governor of Colorado, in The Colorado Sun's voter guide
Statement summary
In The Colorado Sun's October 10, 2026 voter guide, Victor Marx, the Republican candidate for governor of Colorado, said there should be restrictions on law enforcement use of surveillance databases such as Flock's while keeping the tools police use to catch criminals, recover stolen vehicles and find missing people. He would require a legitimate law enforcement purpose for every search and shorter retention periods, except for information used as evidence.
“I would just require legitimate law enforcement purpose for every search. Shorter retention periods, unless the information, obviously, is going to be used as evidence of the case. Give police the tools they need, but don't create a system where the government can track innocent Coloradans without accountability.”
The Colorado Sun's voter guide sets out the governor candidates' answers on issues including restrictions on law enforcement use of Flock camera databases. It quotes Victor Marx on requiring a legitimate law enforcement purpose for every search and shorter retention periods.

The reference point is whether networked license-plate reader systems such as Flock should exist and be used. Marx supports keeping the systems with a purpose requirement for each search and shorter retention periods, so we labeled it Mixed or conditional with the Limit retention and use step.
