Response to this claim
Luis Ochoa did not resist, and ICE agents pepper-sprayed him and broke his wrist.
“[They] arrested me for no reason. They got on top of me saying, 'Don't resist.' I was never resisting. They broke my wrist.”
Ochoa says he was arrested without cause and that agents used force although he was not resisting, which rejects the conduct under review.
