Luis David Niño-Moncada is a Venezuelan national who was living in the Portland, Oregon, area at the time he was shot and wounded by a U.S. Border Patrol agent in January 2026. He later pleaded guilty to a federal property-damage charge stemming from the encounter and was ordered deported to Venezuela.
