Lina Hidalgo is a Democratic politician who has served as the county judge of Harris County, Texas, since January 2019. Harris County, which includes Houston, is the third most populous county in the United States, and the county judge is its chief executive. Born in Colombia, she was elected in 2018 at age 27, defeating longtime Republican incumbent Ed Emmett, and won a second term in 2022. In September 2025 she announced she would not seek re-election in 2026; her term ends in December 2026.
Harris County Judge Lina Hidalgo posted on X that she wants a full and complete investigation into the shooting of a construction worker. She called ICE an agency with a recent history of inexplicable arrests, extrajudicial violence and blatant attempts at coverups, and said it has long since lost public trust.
“As the official responsible for the safety of 5 million Texans I want a full and complete investigation into the shooting of a construction worker. This is an agency with a recent history of inexplicable arrests, extrajudicial violence, and blatant attempts at coverups. ICE has long since lost public trust.”

Why we used this label
The case asks whether ICE was justified in fatally shooting Lorenzo Salgado Araujo. In a post asking for a full and complete investigation of the shooting, Hidalgo described ICE as an agency with a recent history of extrajudicial violence and attempts at coverups that has long since lost public trust. That criticizes the agency's conduct, so we labeled it Condemned.
ICE says an officer shot Lorenzo Salgado Araujo in self-defense after he used his van as a weapon. Passenger witnesses dispute the claimed threat, and a Harris County grand jury is reviewing the shooting.
