Kenneth E. Corey is a retired New York City Police Department chief of department. He joined the NYPD as a police cadet in 1988 and retired in November 2022 after more than 34 years of service. He is executive director of the Policing Leadership Academy at the University of Chicago Crime Lab.
Case
An ICE officer fired at an SUV driving away from a Harrisburg vehicle stop. ICE says the driver rammed an ICE vehicle; PennLive reports its footage shows him driving around it. A county commissioner called for an independent investigation.

ICE said Clemente Lara-Hernandez weaponized his car and rammed an ICE law enforcement vehicle during a targeted vehicle stop, and that an ICE officer discharged his weapon during the incident.
“He takes a little sideswipe damage, but he doesn’t ram his way out of that, by any means. ... If you’re saying that the officers are firing because the car was trying to run them over, then they’d be firing at the car as it was heading towards them, not speeding away from them”
The reference point is the officer's decision to fire. Corey disputes the description of the SUV as ramming and says the timing of the shot does not fit that account. CNN reported that he added it was unclear what the people in the vehicle were doing, and he does not say outright that the shot was unjustified, so challenging the characterization is the narrower label.
