Statement summary
Representative John Rutherford told Fox News Digital he could support a payment but only if eligibility were limited to people who are working and paying taxes, rejecting the universal distribution Trump described.
“But it ought to be limited — people that are working, people that are paying taxes. I don't think we should just send paychecks out to everybody willy-nilly.”
A survey of House Republican opinion eight days after Trump announced the pledge, gathering direct comment from members including the chairman of the House Appropriations Committee, the chairman of the House Freedom Caucus and the chairman of the Republican Study Committee. It records the split between outright opposition, conditional support that would narrow eligibility, and unqualified endorsement, and notes the unresolved question of whether the payment would require congressional authorisation at all.
Rutherford accepts the idea of a payment while rejecting its defining feature, universality, so his position is genuinely divided on the proposal as announced. The closest competing label is condemns, because rejecting universal eligibility rejects the pledge as Trump stated it. That loses because he affirmatively endorses a narrowed version rather than opposing the payment outright, which is a condition rather than a rejection.
