Response to this claim
The U.S. government owns and controls Starshield, and limits on its speed or usage are decided by the U.S. military and ultimately the president.
“Ukraine military violated Starlink terms of service and used it for offensive drone strikes to kill people. That loophole was closed last week.”
Musk says using commercial Starlink for offensive drone strikes has never been allowed, that the U.S. government controls Starshield, and that Ukraine's military violated Starlink's terms of service in a loophole closed the previous week.
He defends restricting Ukraine's use of commercial Starlink as enforcement of its terms of service, while assigning Starshield decisions to the U.S. government.

Response to this claim
The U.S. government owns and controls Starshield, and limits on its speed or usage are decided by the U.S. military and ultimately the president.
“Any limits on speed or usage are decided by the US military and ultimately POTUS.”
Musk distinguishes government-controlled Starshield from commercial Starlink in his response to a post by Mykhailo Fedorov about restoring connectivity and removing the remaining speed limit.
The reference point is responsibility for the October restrictions. Musk challenges attribution of Starshield control to SpaceX; he does not expressly defend the specific restriction.
