Ed Gresser
Role at the time: Vice president and director for trade and global markets at the Progressive Policy Institute, in an emailed response to Dispute Index
Statement summary
In an October 2 response to Dispute Index, Ed Gresser of the Progressive Policy Institute said PPI's amicus brief argues that USTR's June report did not identify a burden or restriction on U.S. commerce, as Section 301 requires. He said the report contains no actual cases of trade in forced-labor goods among the 60 economies and offers no evidence that forced-labor goods are cheaper than lawfully made ones. He also estimated that a year of the tariffs would cost the public roughly $100 billion, based on the 2025 IEEPA tariff's revenue.
“Ours argues that USTR's 301 investigation has not actually identified a "burden" or "restriction" on U.S. commerce - the standard the statute sets for administrations wanting to use it to impose tariffs - and so the Report of last June does not give USTR a right to impose tariffs.”
