Statement summary
Representative Beth Van Duyne declined to endorse or reject the proposed $5,000 payment, telling Fox News Digital that the details would determine her view and that she would rather pursue policies creating job opportunities.
“The devil's always in the details. I prefer to look at ways of getting people job opportunities.”
A survey of House Republican opinion eight days after Trump announced the pledge, gathering direct comment from members including the chairman of the House Appropriations Committee, the chairman of the House Freedom Caucus and the chairman of the Republican Study Committee. It records the split between outright opposition, conditional support that would narrow eligibility, and unqualified endorsement, and notes the unresolved question of whether the payment would require congressional authorisation at all.
Van Duyne makes her assessment expressly contingent on unseen details while signalling a preference for a different approach, which is a conditional position rather than a settled one. The closest competing label is “Explicitly stayed out”, since "the devil's always in the details" withholds a view. That loses because she does not close off the question; she states the condition on which it would turn and adds a substantive preference, which is more than a refusal to engage.
