Connecticut Attorney General Tong calls the Revolution Wind stop-work order unjustified and announces a lawsuit

William TongConnecticut Attorney General, in a press release announcing a lawsuit with Rhode Island

Connecticut Attorney General William Tong said the federal government had given no justification for halting the nearly complete project, called the order illegal, and announced that Connecticut and Rhode Island were suing to overturn it.

“Revolution Wind is fully permitted, nearly complete and months from providing enough American-made, clean, affordable energy to power 350,000 homes. Now, with zero justification, Trump wants to mothball the project, send workers home, and saddle Connecticut families with millions of dollars in higher energy costs. This kind of erratic and reckless governing is blatantly illegal, and we’re suing to stop it”

Where this statement fits

Was the federal government justified in halting Revolution Wind construction?

Federal officials halted construction of Revolution Wind off Rhode Island in August and December 2025, citing national-security concerns. Interior Secretary Doug Burgum defended the December pause, while Senators Jack Reed and Sheldon Whitehouse criticized the interruptions. A federal judge granted preliminary injunctions against both orders. In September 2026, Connecticut announced installation of the project's final turbine.

Before the quotation

The Bureau of Ocean Energy Management issued the stop-work order on August 22, 2025. The release says the order cited the bureau's authority under the Outer Continental Shelf Lands Act without identifying a violation of law or an imminent threat to safety.

After the quotation

The states said they would file suit that day in federal court in Rhode Island against the Department of the Interior, the Bureau of Ocean Energy Management and their appointed leaders, asking the court to declare the order unlawful and block the halt. Rhode Island Attorney General Peter Neronha, Governor Ned Lamont and members of Connecticut's congressional delegation were also quoted in the release.

How this statement is classified

Condemned

The label describes this statement's response within the context above.

Why this label?

The case asks whether the federal government was justified in halting Revolution Wind construction, so the reference point is the federal halt orders. Tong says the August 22 order came with no justification, calls it illegal, and announces a lawsuit to stop it. That rejects the halt itself, so we used the Condemned label.
