Overview
The fixed reference point is the unnamed ICE agent's decision to shoot Villegas González during the September 12, 2025 stop. The case does not assume that leaving a civil immigration stop by vehicle either justified or prohibited deadly force. The immediate vehicle movement and the officer's position are the central disputed facts.
DHS's initial statement (opens in a new tab) said Villegas González refused commands, drove at law enforcement, hit one officer and dragged him a significant distance. DHS said the shooter feared for his life.
The Illinois Accountability Commission brief (opens in a new tab) reconstructs the event from business surveillance, bystander video and a responding Franklin Park officer's body camera. It says the agents approached the vehicle from both sides, Villegas González reversed about 50 feet and then moved forward into an open lane away from the agents. About six seconds later, separate surveillance audio captured two shots. The commission said the available video does not show whether or how the driver's-side agent was hit, caught or dragged.
The commission also quoted one agent saying Villegas González had tried to run them over and the other saying he had been dragged a little bit. It said one agent described resulting knee, elbow and hand injuries as 'nothing major.' The Cook County medical examiner found that one bullet entered the back of Villegas González's neck and remained in his chest, while another grazed two fingers. The commission found reasonable cause to believe the shooting lacked apparent justification and recommended further investigation. That is the commission's determination, not a criminal judgment.
Illinois State Police (opens in a new tab) says Franklin Park police requested a Public Integrity Task Force investigation in May 2026. ISP describes the matter as open and ongoing and says the completed investigation will be sent to the Cook County State's Attorney for review.
