The patient returned from Buryatia, where rodents and fleas are the natural plague reservoir, Gennady Onishchenko told TASS on October 2, 2026.

TASS's post. In its own words TASS says the dangerous infection identified in the Irkutsk region is most likely not plague but that, even if confirmed, the disease will not spread in Russia; it then gives Gennady Onishchenko's direct quotation to TASS. The direct quotation does not itself say the infection is not plague. TASS's article on its website was not accessible to us.

The reference point is the proposition that the illness of the Irkutsk Anti-Plague Institute employee, reported to have died on October 1 or 2, 2026, was plague. TASS reports that he said the infection is most likely not plague, and his own quoted words tie the season to the carriers being inactive without saying it was not plague, so we used Challenged the characterization. The closest competing label is Denied. It loses because the summary is hedged (most likely) and the direct quotation does not state that it was not plague. Mixed or conditional loses because the clause about confirmation concerns spread of the disease, not the diagnosis.
