Why we used this label

Harris supports paying money out but changes its form, its recipients, its amount and its legal route, so he endorses the impulse while rejecting the proposal as announced. The closest competing label is “Defended or excused”, because he does not oppose a payment. That loses because every defining element of Trump's pledge is one he proposes to alter, including the president's position that congressional approval may not be needed.
