Andy Harris
Role at the time: United States Representative for Maryland's 1st district and chairman of the House Freedom Caucus, in comments to Fox News Digital
Statement summary
House Freedom Caucus Chairman Andy Harris told Fox News Digital that the payment should be structured as a tax rebate for working taxpayers rather than a universal dividend, suggested the $5,000 figure should be open to negotiation, and said it should go through Congress, potentially by the mechanism used to pass the One Big Beautiful Bill Act.
“I think that hardworking Americans, probably taxpayers, deserve a tax rebate.”
A survey of House Republican opinion eight days after Trump announced the pledge, gathering direct comment from members including the chairman of the House Appropriations Committee, the chairman of the House Freedom Caucus and the chairman of the Republican Study Committee. It records the split between outright opposition, conditional support that would narrow eligibility, and unqualified endorsement, and notes the unresolved question of whether the payment would require congressional authorisation at all.
Why we used this label
Harris supports paying money out but changes its form, its recipients, its amount and its legal route, so he endorses the impulse while rejecting the proposal as announced. The closest competing label is “Defended or excused”, because he does not oppose a payment. That loses because every defining element of Trump's pledge is one he proposes to alter, including the president's position that congressional approval may not be needed.
